RVRSA – Regulations Concerning “Industrial Users and General Sewer Use Requirements” Addendum to Service Rules

 

These regulations constitute an addendum to the RVRSA Service Rules and serve to set forth basic operating guidelines for the implementation of the RVRSA’s industrial pretreatment program and general requirements concerning the use of the Wastewater Collection and Treatment System.

These regulations set forth uniform requirements for all users of the RVRSA Wastewater Collection and Treatment System and enables the RVRSA to protect public health and the environment and to comply with all applicable State and Federal laws and regulations.

The objectives of these regulations are:

  • To prevent the introduction of pollutants into the RVRSA collection system and treatment works that will interfere with its operation or contaminate or interfere in anyway with the disposal of the resulting sludge; and
  • To prevent the introduction of pollutants into the RVRSA collection system and treatment works that will pass through the collection system and treatment works, inadequately treated, into receiving waters, or otherwise be incompatible in anyway with the RVRSA collection system and treatment works.
  • To protect all RVRSA personnel and the general public, who may be affected by wastewater and sludge in the course of their employment or in any other way.
  • To enable the RVRSA to comply with its New Jersey Pollutant Discharge Elimination System permit conditions, sludge use and disposal requirements, and all other Federal or State laws or regulations to which the RVRSA is subject.

Industrial Survey Questionnaire
All non-domestic sewer users within Rockaway Valley Regional Sewerage Authority (RVRSA) service area, whether subject to USEPA categorical pretreatment standards or who are currently discharging process wastewater to, or who are scheduled to discharge process wastewater to the RVRSA treatment plant, are required to complete the industrial survey questionnaire and return it to the RVRSA.

It is important to our industrial pretreatment program that we identify all the industrial and commercial users in the RVRSA service area. In order for us to accomplish this task, we request that the industrial and commercial users to take a few minutes to fill out an industrial survey questionnaire. Immediate attention to this matter is greatly appreciated and it will help us to improve the efficiency of our wastewater treatment plant and to comply with federal and state regulations.

Baseline Monitoring Report
All industrial wastewater dischargers within the Rockaway Valley Regional Sewerage Authority (RVRSA) service area, whether subject to USEPA categorical pretreatment standards, or are currently discharging process wastewater to, or scheduled to discharge process wastewater to the RVRSA treatment plant, are required to complete a Baseline Monitoring Report (BMR) and return to the RVRSA.

It is important to our industrial pretreatment program that we identify all the industrial users in the RVRSA service area. In order for us to accomplish this task, we request that you take a few minutes to fill out the report and send it our offices. Your immediate attention to this matter is greatly appreciated and it will help us to improve the efficiency of our wastewater treatment plant and to comply with federal regulations.

Industrial Sewer Connection Permit (ISCP)

Industries required to have an Industrial Sewer Connection Permit (ISCP), or who are interested in renewing their current permit, can download a copy of the application, along with the required “Ownership Disclosure Statement”.

Industries that currently have an ISCP and who are interested in renewing their permit, must renew their permit, no later than 180 days and/or 6 months prior to the expiration date of your current permit. Failure to renew a permit in this time frame can result in a “Notice of Violation” and/or fines.

Also be advised that all applicants are required to by a Permit Application Fee of $750.00.

Industrial Pretreatment Inspections and Sampling

In order for RVRSA to run a successful Industrial Pretreatment Program, annual and semi-annual inspections and sampling events must be done at all of our permitted industrial users. Inspections and sampling events may be unannounced or announced due to certain circumstances.

Inspections: RVRSA requires our industrial users to provide us with the following information when conducting an inspection:

Initial interview: Please provide our inspector(s) with any information on any changes to:

  • Product produced
  • Production rate
  • Raw material used
  • Manufacturing process
  • Number of employees and shifts at the facility

Plant Tour: Please have accessible to our inspector(s) the following locations:

All production areas and storage areas (storage areas of products, raw materials, cleaning supplies, etc.)
Any grease traps, oil & water separators, or holding/storage tanks.
Pretreatment area(s)
Sampling area(s)
Flow metering area(s)

Files: Please provide our inspector(s) with the following paperwork/information:

Name and addresses of current waste haulers and manifests of hauled wastes (hazardous or non-hazardous)
Sampling information (most recent sampling results & chain-of-custody paperwork)
Copies of any additional permits (other than RVRSA) which the facility may have
Copy of current slug/spill control plan
Copies of any MSDS sheets for any new chemicals facility may have received.

Annual Summary Report

All permitted industrial users must submit an Annual Summary Report to Rockaway Valley Regional Sewerage Authority, no later than JANUARY 31st of each year, as per “Section 6: Self Monitoring Reports and Annual Reports” of your Industrial Sewer Connection Permit (ISCP). All sections of this report must be filled out completely to the best of your knowledge. If a section and/or part does not apply to your industry, simply respond “N/A”.
